To be fair, this means social policy

I take my hat off to those CE services that manage to provide some sort of conductive service free of charge at the point of delivery, made possible through clever manipulation of state or insurance procedures, through major sponsorship or, most remarkably of all, through small-scale local fundraising.

Questions of sustainability aside, in all the above respects, the awful reality is that CE's present funding arrangements can provide only a proportion of the potential conductive system, to only a proportion of potential beneficiaries (and in most situations usually only a
small proportion of either).

Whatever the good intentions, access to CE remains socially discriminatory and will remain so till it reappears on the social-policy agenda.

And this means politics.
